AMTRAK WILL STUDY POSSIBILITY OF SEPARATE
NEC CORPORATION
Amtrak's Board of Directors, chaired by David Laney, on Sep 22 voted to start exploring the possibility of operating the NE Corridor as a separate subsidiary of Amtrak. This new entity would have its own president and management structure. Its president would report directly to the Amtrak Board. The Bush Administration plans for Amtrak included this idea. Since Bush wants to kill off Amtrak entirely, rail advocates tend to assume that this plan is part of a divide-and-conquer scheme. The NEC entity could be retained while the rest of Amtrak was defunded and put out of business. The exploratory plan was not publicly announced, but instead the news leaked out of the corporation on October 11. In other Amtrak news, Congress reportedly will take up the Amtrak funding legislation on October 19. This date leaves only a few more days for rail advocates to lobby their legislators in support of full Amtrak funding. A new Web blogsite for rail advocates has been set up by Colin
F. Peppard, Transportation Policy Coordinator of
Congress passed a continuing resolution to fund government entities through Nov 18. This includes Amtrak, which will be funded at a lower level than the previous year--the amount voted by the House, or $1.176 billion, a 2.5% decrease. Congress may take up the transportaton funding bill again the week of Oct 17. NARP said the main aim of rail advocates then is to maintain the $1.45 billion funding level set by the Senate and remove restrictive language about food and other amenities.
